The former Horley Library site covers approximately 0.32 hectares and is located within Horley town centre. The main local amenities are to the east, following Victoria Road towards Horley Station.
Before the current redevelopment began, the site contained a 1960s single storey library building fronting onto Victoria Road with a car park to the rear, part of which was used as a public car park operated by Reigate & Banstead Borough Council.
In May 2019 a new library was opened at nearby Russell Square in Horley, following which the former Library site became available for redevelopment.
