The first of sixteen new residents have moved into Surrey County Council’s new development of purpose-built accommodation for people with learning disabilities and/or autism, on the former Library site in Horley, comprising six one-bedroom flats and two 5-bedroom townhouses with state of the art smart technology to help them to live independently.
The project delivery team was joined by representatives from the Adult Social Care commissioning team, care providers Active Prospects and co-designers from The Sunnybank Trust, to mark the completion of building work in September 2025.
Sinead Mooney, Surrey County Council’s Cabinet Member for Adult Social Care, said: “These new homes in Horley are a fantastic example of how we’re delivering for Surrey – helping people lead fulfilling lives with the right support, in the right place.

The project is the first of three Supported Independent Living developments being built across Surrey by the County Council. Similar developments in Byfleet Village and Cobham will be completed, ready for occupation, in December 2025 and February 2026, respectively.
